Stihl carb adjustment tool won't fit

I have Stihl carb adjustment tool 5910 890 2307, 4mm hex that I used on couple of my personal equipment. My friend asked me to tune his new trimmer he bought last year and tool won't work. I checked the proper tool needed for adjustment of that carb and I have correct part number and correct tool, needle crews look like they are right size and still tool wont go over them. Doesn't look like anything is in the way, ports are clear. Tool goes in the hole but "too small" for the needle screws. I can not find any other tools required. Or am I doing something wrong?
 
The only Stihl tool for adjusting carbs I even knew of was a flathead screwdriver. Are you sure it isn't supposed to be that? I don't know when they switched as everything Stihl I have is over 10 years old.

yeah, OPE has switched to all these "tamper proof" screw shapes on the carbs to keep people from adjusting them. Only factory auth dealers get the official tools. They come adjusted really lean for emissions, so you can piddle away with your brand new 60cc chainsaw.

I bought some generic $4 tools on amazon, but the first time I have my chainsaw cover off I'll be filing slots in the top of the screws. I think mine is a 10 pointed star.

About 2020 when everything started to get switched over to special adjustment tool. All my stuff is older than that for sure.
