Sticky valve in steering rack?

I bought a cheap little 03 neon. I've been going through it and one issue I have is the steering feels a hair snug to the left and a hair loose to the right. Possibly a sticking valve in the rack? If so is there a chemical I can use to help free the valve in there up or anything of the sort?
 
Maybe. How long has the Neon been sitting? I've had a ball joint freeze from sitting. I usually jack up the front end and start wiggling and shaking stuff. Also binding U-joints in the steering column

Also binding U-joints in the steering column I actually just put control arms on it. But it was doing it before that. I replaced those because of bad control arm bushings.

It sat for almost a year before I bought it
 
The control arms are all new as well replaced them due to bad bushings. No change on the steering issue.
 
If there is no mechanical issue with the rack itself then at the risk of starting a bash Lucas thread evac the resivour and fill with the Lucas power steering fluid with the "conditioner " there are plenty of threads where it's praised or bashed equally
 
I have used fresh fluid, turkey baster siphoning until pretty clean after a few days of use and some drive time has made a difference for mine before. Maybe it could help
 
My first 528e had a bound up U-joint in the steering column that made the wheel hard to return to center. Also, How are the tie rod ends?
 
Assuming your car takes ATF for the steering system, I have twice found, in both good and bad ways, that a low viscosity ATF can reduce the stiction in a PS system. I might recommend picking up 1 qt of amsoil ATF signature series low viscosity - and only add in A small, LITTLE BIT at a time, and taking for a drive.

Good - in once case it improved steering feel.
bad - in once case steering damping seemed too distant and the wheel felt too ”free.”
