I saw this on a Facebook clickbait ad. LOL!!! Why didn't I think of this. They missed the windshield I think. :)

That’s how I cleaned the Jetta I bought.

Powerfoam, let it soak, scrub with a medium brush, wipe up with a microfiber.

Took 17 years of funk off very quickly
 
I use a product called Tuff Stuff and it works really good and is very easy to spray on and dries quickly. Leaves the car smelling great. I don't like to spray it on anything like heater and radio controls.
 
I'm not a fan of the foam cleaners for interior. I also really never spray directly on the surface of anything. Always on to a towel then use the towel to scrub with the cleaner. The only exception is for really stubborn stains then usually I spray into the tip of a brush. Too much residue otherwise. That stuff floats around and makes tiny spots on the glass.
 
While cleaning up a 'new to me' car, I used Goo-Gone to remove glue residue from stickers.

There was an odd "cloudy" finish on various controls, the stalks, a few favored radio control buttons and elsewhere.
I whisked these stains quickly with the rag and it all came off.
This made me happy as I thought the plastic was permanently discolored.

I'd be cautious regarding foaming the entire dashboard.
