Its not that crazy. Look just behind it, the house sits well above the gully behind the back yard, and even more low land is past the gully. If runoff is managed correctly, it should work out.

To answer the question specifically, the developer did just what any other would do. They utilized whatever land they had to turn a profit. Simple, really.
 
Yeah, in hilly terrain they need to get a bit creative. I would probably want a 6' retaining wall around the bottom to give 10-12' of buffer around the house to slope away and drain around to the ravine. Should've used the terrain in the house design though, a walkout basement is a bonus, instead of just trying to wedge a flat lot design onto a slope like that...
If it doesn't snow there, it might be worth a 20% discount to its neighbors, if it snows though, that would be annoying for sure!
 
My son lives on a curve and his house has been hit three times. I bet that house will have visitors from runoffs.

You would assume the land that those houses were built on was much cheaper than it would have been if the land was flat. The houses should then sell cheaper too. You get what you pay for, I'd rather have had a smaller house on a flat plot.
