I'd say after because the fuel system cleaner might possibly help dissolve whatever gunk might be in the filter and distribute it into the rest of the system?

I'd change the filter before adding the cleaner. Then after a few tanks of fuel, I'd change the filter again.

I never see manufacturers calling for a fuel filter change anymore, I thought they were basically a lifetime item these days.

never changed fuel filter on gas car.. on my diesel every 15-20K.. I put a bottle of chevron techron in with 1/4 tank and drive like i stole it with cops on your tail till the fuel light comes on.. then mostly fill up and put second bottle in.. should notice a difference..
