Should all tecumseh engine have a govenor linkage to the shut off?

I recently got a craftsman shredder with a 10 hp tecumseh engine . its basically a rebranded toro . looks just like this . https://www.northerntool.com/produc...6mUy3l7-RwZBicMYmHHkBircZiAtMJXaGRTzSU5rxUbvL

there are a few issues like the engine surging . i cleaned the carb and it still does it . one thing i noticed was that the govenor does not have the spring or rod to connect to . the gov just has one rod that connects to the carb itself .

i am wondering if this is the issue for my hunting instead if the carb . i looked up pix of other 10 hp tecumseh and they all seem to have the lever and spring


So did they offer the 10hp without the lever with spring ?

It should have a spring. This is from my OLDER Tecumseh 12HP so we are not exactly comparing apples to apples but the principle is the same.
