I'm as libertarian as the next guy, but I would vote for a mattress moving law in VA.
We kill 2 or 3 people every year - still.
I warned some (nice neighborhood) neighbor kids last year, saw a new mattress in the road on my way later that day.
Apparently Virginians, collectively, are just too stupid to move mattresses not in a box truck.
