If he was in the left lane, then granny's being as reckless as he is. You can change lanes to the right whenever you want AFAIK, but you always have to look before going left.
 
One morning I was heading to work on the tollway, and the traffic was backed up for a reason I can't remember. After crawling along for about 5 minutes, I see a FedEx van pull on the left shoulder and blast around the stopped traffic, and about 5 seconds later I see a dark Chevy pull onto the left shoulder and head on past me. For a split second I considered opening the driver's door in front of him, but figured if something actually happened, how would I explain the reason for opening the door in front of the car to "Officer Friendly" when he arrived?

Turns out that the dark Chevy was Officer Friendly and about a mile down the road I see him with the FedEx van pulled over and writing the driver a ticket.
 
I may not hit the "Notify" button on bitog, but in the course of my daily commutes, I've been know to call the po-pos on reckless drivers. It actually got a guy a DWI once. Sucks for him, but would have sucked even worse if he'd have plowed into a school bus. Had to give a witness statement and everything...
 
Did you testify in court? That's what we have been facing for the past 8 months. We have to testify as a witness but the case keeps getting postponed.
 
Nope. Never heard another thing about it. They called me the afternoon after it happened and asked if I would drop by. They gave me a sheet that said "Witness Statement" on it and told me to relate my story in as much detail as I could remember. I wrote two pages. Handed it to the detective or whoever and left. They told me I'd be called if the case went to trial but never did hear from them again. It's probably been at least a year. Perhaps the guy pleaded guilty or something? They had the guy dead to rights, though. He was swerving all over the road when I was behind him and the detective told me he did blow as legally drunk when they caught up with him.

First, I can't believe you actually typed that for other people to read, and second I can't believe you haven't caused an accident by changing lanes without looking.

First, I can't believe you think you're being insightful with that leap of logic. And second, I can't believe you haven't caused a problem by not yielding to cars coming in from the left. It's a rule so that people can get out of the way of emergency vehicles in the left lane, to help people get to exits or the shoulder, to keep the left lane clear for overtaking, etc...
 
Kind of the opposite, I recently saw an old woman on a little scooter that probably couldn't do more than 35mph pulled over in a Taco Bell parking lot. I have no idea why she got pulled over, but it looked hilarious. She was just sitting there sideways on her scooter with a death stare..
