sand before clear coat?

I am doing a bumper repair, have put on the primer and then the base coats / color coats.. next is the clear coat-

do I sand in any way the base coats color coats? or just go ahead and clear coat it?

No, you don't sand before the clear coat. At least that is what body shops do.

Just make sure the surface is clean and free of wax or other "protective" coating.

Agreed, you don't want to sand the basecoats. Especially if there is any metallic or pearl in it.
