Is this server even useful anymore for anything? If so, what?

Was formally used as NAS, Plex, and Ubiquiti Unifi POE cameras. Too weak to run HyperV.

CPU: E3-1230 V6
RAM: 16GB DDR4 ECC
HDD BOOT: M.2 Intel 120GB SSD SATA
HDD STORAGE: 2x 4TB 5400 RPM SATA (RAID 1) + 1x 2TB WD PURPLE Survilence Drive
Windows Server 2019 Standard.
 
That's a power hungry server CPU that's quite old by now. The WD Purple may still be worth something if you plan to fill it up with movies sequentially, but not for random access like non sequential write (it is likely a SMR drive). The 5400rpm SATA drives may be good for archiving stuff and the 120GB SSD may be good for a boot drive in another computer. The rest is pretty much obsoleted especially once Win10 is end of support and due to the power hungry nature of the setup.

I assume you are paying for your own electricity? My dad has some Chinese POE camera DVR that is probably arm based (a Taiwanese chipset) with 2 survilence HDD, and it will probably use only 1/4 the chip power and 1/4 the physical size.
 
Its replacement is an off lease Lenovo ST250 which idles at much less watts (36W) when running a hyper v it can reach 100 or so.
