Reddy heater 55 not getting fuel

I have an old Reddy heater 55 kersone torpedo heater. A guy that works for us broke the rotor when checking the fins. It worked but seemed like it wasn't working at 100%. So I ordered a new rotor and installed it new gaskets threads have Teflon tape on them but it will not spray fuel to ignite. I gapped the rotor using piece of paper I can spin the fan by hand and verify the fins come out and seal against the rotor housing but it doesn't create any pressure and doesn't pump and therefore won't suck fuel to spray at the igniter. I can actually spray air at the intake and it will run and create heat as long as I provide it with air. Where do I go from here? I thought about replacing the rotor in the housing on one but I can't seem to find the housing anywhere. All help is appreciated.

Make 100% sure that the air hose to the venturi nozzle is in perfect shape. No cracks, rot, rubbing, no anything. does this one have an adjustment for air pressure?
 
What about a pressure gauge beside the adjustment? If not, put your finger over the hole for the pressure adjustment and see if it lights. I work on a bunch of Dayton heaters so I'm sure I can help you.
I did cover the hole and it didn't seem to have an effect.
