Quiet air compressor....

Belt drive is quieter in my experience. I only have 120v and few belt drive compressors are offered for 120. Harbor freight has one but the tank isnt ASME rated. I bought mine from tractor supply, 10Gal belt drive with a rated tank, and like it a lot.
 
I have a Bambi air compressor from the 80s. It's a pancake style with what seems like a massive refrigerator style compressor on top.

Unfortunately they are not cheap new, usually sold for medical applications, and extremely rare on the used market. The thing is dead quiet, and it's one of my favorite tools. California air tools has no idea what "silent" means.

Some people say the Kobalt 3332644 is the same compressor as the EA-6500, but I'm not sure that's accurate.

I wouldn't hesitate to spend good money to get a truly silent air compressor, it's a game changer.
