Brianl703 makes the point. If oil drains out when you remove your open-end-up filter then the valve is keeping oil up in the oil galleries and is a necessity for a knock-free start up. I have also noticed that if my oil drain plug is out I get a gout of oil out of that hole too when I remove the filter.

Only 800 miles on the Value Tech V8A I was running, which has a dome end bypass. Lot of semi-liquid sludge in the filter folds, as I had in the Auto Rx rinse on previous OCI. Problem is, I found a fair amount of the sludge bits in the bottom of the can--proof enough to me that I don't EVER want another dome end bypass.
