Brute force in the case the parking brake shoes are holding the rotor on will lead to further repairs. And sometimes parking brake shoes are quite a pain with the axle in your way. If you are getting the rotor partially off you should be able to peek in and see if the shoes are coming with it (pulling away from the backing plate) or not. Just because you can turn the rotor doesn’t mean the shoes aren’t hung up on a ridge on the rotors drum. Seen a mechanic many a time destroy parking brake hardware or linings pulled right off the shoes by using too much force and not simply backing off the adjustment.

One trick that worked on big tundra drums.... the studs were smaller than the holes in the drum so there was just a little wiggle room that would be possible if they were unfrozen. I certainly couldnt get them off. So I jacked the axle, removed the wheels, and put the lugs back on just like 1mm loose, and then did brake stands in both D and R until they broke free rotationally from the flange. It took a lot more gas and brake than I had expected. Got lucky. Would probably never have otherwise gotten them off.

It’s probably stuck on the rust ridge on the rotor. Look behind the rotor and see if you can file the ridge down a little bit while pulling out on the rotor. Then proceed with the smacking and prying after. Should come off.

Chances are if it’s THAT rusted behind the rotor, you weren’t going to be able to adjust the ebrake shoes in anyway.

Problem is you need to loosen the e-brake so the drum /disc can move alittle even if it isn't holding anything. I had a front disc rusted on my f-150 that wouldn't move. I finally hit the edge with an 8lb mall and it popped loose. I was changing the rotor anyway so didn't care if I dinged it

Sledge hammer or an air hammer if you have access to one try some CRC Knock’er Loose or Freeze Off believe it or not it works better than PB Blaster that might help too
