I discovered this by accident not long ago. I got overspray from Meguair's Gold Class Leather protectant on my center console and shift console. I just rubbed it in to disperse it as it was splattered. Turned out looking great and still does after others would fade away. I'm liking it.

I like chemical guys Vinyl, Rubber, Plastic Protectant and you can get it on Amazon. I find it best if you do 2 applications, give it a while to sit, then wipe any excess with a clean microfiber. Leaves no slick or sticky feeing and a low gloss sheen. Not the best by itself at cleaning, but I use their nonsense cleaner diluted before applying the protectant. You can use simple green or other degreaser diluted also to give a good cleaning first.
For deep cleaning vinyl and plastics I use Krud Kutter mixed 50/50 with water in a spray bottle then wipe dry.
Then some Mothers VLR, nice low sheen almost OE finish.

Imo Id use Aerospace 303 or similar UV inhibitor and call it good.
Once it bakes in the sun its going to put [censored] all over your windshield and makes it harder to clean.
In my experience if you have a [censored] dash its better to put a sunshield up. My Jeeps Dash is in perfect shape and so are all the ones at the junkyard, meanwhile my friends Ram 1500 is cracked all over.

I would go to the sleaziest buy here pay here used car lot and see if you could buy some of the bleep stuff that they smear all over every inch of vinyl (and tires). They sell some at the car auction called "Jungle Juice". As a bonus your car will smell like grape plastic.
IMHO, a shiny dash is dangerous, distracting, and annoying. I prefer a matte or satin finish. The important thing is protection. A good spray like 303 will protect well and not be too shiny.
Honestly though, I have found the best thing is what 69GTX suggested - Get a nice Dashmat. In my case, I hit the dash with some 303 every so often, just to make sure it's protected and treated, and keep the Dashmat on it all the time to keep the sun (and glare) off.
