Power Steering Whining Noise After Line Replace

On my 96 Dodge Grand Caravan my brother replaced both metal power steering lines on my power steering system due to them getting very rusty, ever since that was done it whines when turning the wheel. We Used Valvoline power steering fluid with stop leak (red Bottle) Does it call for regular atf or what. The system was bled by lifting the front wheels off the ground and turning the wheel from side to side.

Also is there a power steering filter in that system my brother said he did not see one but im pretty sure he did not take the time to look either.

Almost 100% sure there is no filter in the system. Maybe a coarse screen. I have an old dodge truck that started whining after changing the hoses as well, never did figure out why it happened?

It calls for power steering fluid. Newer Caravans use ATF.

It still has air in the system. You need to get the air out and the easiest way to do it is with a hand vacuum pump and a rubber stopper.

This video shows how to do the job. I will take a pic later today of my simple hardware store stopper set up i made for $1.

If you don't have a vacuum pump, get front tires up in the air. And, with vehicle OFF, steering unlocked, have someone move steering wheel from end to end while you watch the reservoir for bubbles. Repeat varying speed of steering wheel rotation.

You have to clean up the old oil very carefully. If you don't, it will cling to the serpentine belts and make bad noises.
