Agree with the previously stated sentiment that if you are driving a beat up hoopty that you will be harassed more. When I had my beat up Olds in high school I would get pulled over all the time.

Anyway, here in IL, most expressways around the Chicago area have posted 55 MPH limits. Average speed is about 75 in the fast lane. Around 80 MPH will get you a ticket.

Main roads (non-expressway) are mostly 40 MPH, but if you are doing less than 50-55 in the left lane, someone will be tailgating you.

Residential neighborhoods (25 MPH) I will not exceed 30, because I respect the people that live there, but doing 30 MPH someone will still be right on your rear bumper.

Dont even get me started on the people who pull up to 4 way stops directly across from me and dont turn on their blinker until they are half-way through the intersection. You think they are going straight so you can cross the intersection, too. But as you start to go they cut you off and you are like #@$%!, no blinker?

I'm only 26, but it seems like peoples driving competence and common sense continues to decrease.
 
I take pleasure in 2-3 mph under the limit on city streets, especially residential. Once I get rid of the vehicles listed below (except JEEP) and find me a 3/4 or 1-ton CTD Dodge 6-speed and add some RanchHand complete bumper replacements, I may go even slower.

Local roads are catch as catch can in my part of town. The suburbs are full of yahoo's, but around here people are reasonable overall I'd say.

Bad weather is another matter.
