Those are static discharge wicks. Common on aircraft. Actually, they are vortex generators that also function as diffusers. They do help minimize drag. Their effectiveness is inversely proportional to the age of the vehicle owner.

Haha he should throw on some wings, a tail fin, or maybe a huge Delta Airlines logo on the door, or paint the whole car orange and write "BRANIFF" really huge on the sides.

Saw a little old man and woman driving this down the freeway the other day. Had the old maroon AZ license plate that was used from 1980-1997, I'm sure he's the original owner.

Crap I just realized I posted this in Tacky Car Mods. Not tacky, the old dude and the woman driving were Asian so not so weird for the font lol.
