And the suboptimum decisions of the government process. I'm actually not faulting decision makers per se, but rather a process which probably does not include cost/benefit analyses, detailed study, or multiple points of view.

Well, any program is weighed for total benefit. We worship the automobile so much ..there's where the most dead weight is attached to in extended benefits (or avoided liabilities). The auto industry is a privately owned jobs program. It's very much like Walmart ..but with better benefits and is more domestically oriented.
