Oil soaked filter rattles when shaken?

I changed my oil this morning (see my post in Car and Truck Gas Engine Oil forum) and after draining all the oil out of the old filter, I happened to shake it. I was surprised to feel and hear the filter element inside moving around. I know the spring in the end keeps a dry element pressed against the seal on the back plate, and an oil soaked element is pretty heavy, but should it move around like that?

Has anyone else shaken an oil soaked filter and noticed this before?

(NB: The filter was a SuperTech ST8A.)

Was it stuck in bypass mode ? Media mounting apparatus could have separated from the face plate.

Might want to tear it apart to make sure.

More common than you would think.
