Oil in new filter?

I was in a WalMart yesterday (not my usual one) and I was curious how much Fram Tough Guard oil filters were selling for, so I looked. I wasn't really planning on buying, just thinking about some threads on BITOG that were arguing about the cost/benefit ratio of Fram products. I think most were $5.96. I picked up a couple of the TG7317 boxes, opened them up, and took a peak down the holes and they both had what looked like dirty motor oil inside. There wasn't a lot, just some smears of what looked like dirty oil. It was more like someone had tried to screw on the filter on some application and it didn't fit so they put them back. It was so odd to see that in one filter, that I had to open another, and yes there it was. I only checked two. Is it possible that that black oily looking stuff is something else used in manufacturing? I've never seen anything like it in new filters.
 
Just the walmart quick lube pulled them off the shelf to use em but didn't lol. I have seen that before, don't know if it was oil though
 
I hadn't thought of the quick lube guys--I'm not sure if they have one at that location, but I can see some yahoo back there just grabbing filters and trying them on cars instead of looking up the right one. Good thought.

By the way, I don't want to stereotype all Wal Mart service guys, because the one closest to me is actually pretty good--much better service than at most of the other local places. It's obviously run by someone who cares and bothers to get good employees too.

This post made me think, wasn't there an oil filter years ago that included some kind of engine-loving, friction-fighting additive already loaded in the filter? Was it teflon? Anyone remember this or am I going senile again?
 
Fram still makes the High Mileage filters that come with some sort of goo inside that mixes with your oil--no thanks! I was looking at some Tough Guard filters that aren't supposed to have the goo. High Mileage Fram

Too bad I didn't take pictures. This was more than just an oily sheen on the metal, the black liquid was actually visible a bit.
 
Maybe they brought their old drained filters in to "see if it fits." Then dirtied up the new filter a little and walked out. I have seen this at WM. A lady was looking at door locks for the longest time. I was next to her and she had her old door locks in a bag and opened boxes of new locks all over the place, seeing which one "fit". She took apart everything and mixed it all up, then put all the new boxes back on the shelves and went away with her old bag of new parts.
 
lol anything is possible at walmart.......I'd call up Honeywell/FRAM personally, and ask about the "goo" personally......but yea, it's totally possible someone brought in their "old" filter to "match up" the size and just swapped in their old filter and carted off with the new filter (old filter left in the box).

And really, only way to know for sure would be to cut it open and see what the media looks like :P

Which is why the HM/XG/TG filters are a big plus for me...they are shrink wrapped on the shelf :)

Only seen the wrap on the XG, never the TG, and don't look at gimmick HM, could be though I wouldn't know why.

As for the OP, either restock from TLE wrong app, or return to store.

I know what you are talking about... It looks like dity oil at the bottom. Just about all Fram filters are this way. I picked up a Microguard and it was this way. I put a napkin down the hole and it didn't pick anything up.
 
Here's a Microguard (Fram) it's hard to see at the bottom but I did the best I could. Every filter I picked up looked like this. I couldn't soak it up with a napkin so I don't think it's oil or liquid.
