Oil Filter Cutter Tool

Summit has some .Look it up online.

I recieved the Summitt OFC to which you refer for Christmas. It works well enough. The only issue is on smaller filters like #7317, the filter doesn't reach the two guide wheels opposite the cutting wheel. Basically, the filter is held in place by the metal bar between the two wheels.
Again though, I've cut open several smaller filters and it works with several turns of the filter.

Sounds like they should have put the two wheels opposite the cutter a little closer together, or made them larger in diameter so the smaller filters won't fall between them ... that's what it sounds like is happening.

The #7317 has a dia. of 2&11/16 in. and it doesn't hit. Nor does the #3614, dia. of 2&15/16 in. doesn't quite hit either, but very close.
Those are the two size filters I use. Don't disagree with your assessment, but slightly larger filters would hit the wheels.

Yeah, I thought the price was good too. The Summit oil filter cutter isn't super fancy like some, but it is well constructed (heavy duty) and works well. Have only cut one filter open so far (Motorcraft) and it cut it open with only 3 turns.

And yes, I can see, what appears to be metal, on the top end cap near the left end of the flap you tore while Dis-assembling the filter.

The end cap was damaged by my thumbnail on purpose to show that it was cardboard. I posted this image on another thread regarding the Nissan OEM filter to show that it contained cardboard endcaps.
