Why do VOAs from different labs differ so much between each other and the manufacturer?

Manufacturers provide a list of "Technical Properties."
Technical Properties are not VOA's.
Lab results differ because of the different brands of Instrumentation used, when the instrumentation was last calibrated, cleanliness of test vials, and quality of the sample.
I think most labs do a good job and attempt to maintain Quality Control.
