Is there an safe oil heater that can be bought inexpensively for use for garage and possibly basement? I always thought oil heater creates C02 gas and has be used with good ventilation. I am thinking about changing oil more often and possibly run a hobby business of selling used car to low-income people by buying low, fix up, and changing all fluid. That would mean I'll have a lot of used oil around and it would be great to heat the garage in the winter while working in the evening.

Even if I end up not doing the car selling cars, I would have extra oil from my own cars.

Good question, no idea, you might try calling around to local shops and see if they got such a thing. Sears would be a good start since they sell "large appliances" like that. It would definitely have to be something "outdoor" since as you mentioned, the burning of oil inside would cause emissions, but you could burn it outside, and blow it indoors I'd assume.....?

Unrelated to your question, but you may run into issues with the DMV "flipping" vehicles like this. Your idea sounds like a great idea, but I know here in FL anyways, after registering/unregistering X amount of cars in Y amount of time, the DMV cuts you off, and requires you to get a "dealers license" or something of the sort, my old auto shop teacher did it, and he told us about his experience. He'd do it to generate extra $ for the auto shop dept at the high school, but it got to the point where it was just too much, so they took smaller "baby steps" and basically slowed down on their vehicle "flipping" lol...and turned it into a bit of a "detailing" shop too, teaching proper detailing procedures, and more indepth (for HS students that is....lol) under-the-hood procedures rather than "flipping" 12 cars in a school year, they "flipped" 8.....

I don't think we have that issue in VA. I can't see me doing it more than 5 vehicles a year at most. I like cars and this may be the only way for me to enjoy numerous cars without going broke from owning them all.
