Kind of an interesting set of circumstances. The reporting includes that the county zoned the land for agricultural use only, and that they had no specific business license in the county either. But it's a commercial fireworks exhibitor (doing business as "Devastating Pyrotechnics") with a State Fire Marshal licenses for import/export, wholesale, and display of professional aerial fireworks, with a mailing and physical address in San Francisco. All three licenses expire at the end of June 2026.
I looked it up, and they did have a ficticious business name registration with the county. Supposedly the loss of these fireworks means that several fireworks shows will not go on this week.
There are currently 7 people missing. There was also video yesterday from a news helicopter of someone walking through the debris and later stopped by the California Highway Patrol, as it was considered a crime scene.

The area is kind of convoluted. It's actually outside of Esparto, California which is the only part of the immediate area zoned for anything other than agriculture. Esparto is unincorporated, but it has its own fire district and fire department, which covers Esparto proper, but also a lot of the agricultural area around it. However, CalFire seems to have been handling the fire investigation, especially given that they have jurisdiction over fireworks through the State Fire Marshal. I think the ATF has also been part of the investigation. I've passed through the area when there was the only practical means to get to a certain tribal casino.
