New Fram CH10246 made in Argentina

I picked up a filter to use in my neighbor's car today, Fram appears to be making some the cartridges in Argentina now?
Metal crimp seam, pleat spacing looks good.

Price of filter??
I paid $4.80+tax, Meijer has Fram filters on sale for 20% off, they're normally about $6 everywhere, Walmart has made all the Supertech Cartridges MP instead of ST now, so they're the same price as Fram, $6 is about the cheapest you can get a filter for these if they're not on sale and you're not buying in bulk on RA
 
If there is a drain on the cartridge filter housing, it might be for that. The large O-ring is obviously for the main cap.
Apparently some models that use this filter have a bottom mounted housing that have a drain in the cap, so the small oring is not needed in my application.
 
Ok, does that cap have a drain hole?
Yes, I think it's the only application for the filter that uses it, and they were introduced in like 2017, so only recently have aftermarket filters started including the little oring, it's mostly a waste to include it since probably 99.9%+ of all people buying these filters don't own a 1.6L diesel car.
