Let's just say Silicon Valley strives to perfect that model. And it's more than low performance workers, it's political.Thats the old Jack Welch model. 10% of your staff are highly promotable, 10% of your staff likely needs to be replaced every year for performance reasons. The 80% in the middle can move along in some normal seniority cycle.
This is why you see big companies constantly doing layoffs.
