There must be a reason for this?
Around here were have a county disposal site for used oil but they had to lock it up. Now you have to go get a asst to observe what you do. The guy told me that they had to set rules because of what some people were dumping. They found them dumping anti-freeze, paint and many other chemicals in with the used oil. Then they would just toss the empty containers on the ground and take off. They also installed camers to catch the Aholes who just dump and leave. You are caught and they will come and arrest you. No second chances, a gallon of oil spilled could cost the site many thousands of $$ to clean up.
Its getting harder and harder to dispose of used oil. Around here they have the EPA on them, the state on them, the city on them, the county on them about storing and controlling it. Friend has a service station, it used to that collectors would come around and pay you a small fee for the used oil, then it was they would take if for free. Now they charge you, + you have to used approved storage containers which are costly to install, must be inspected by state. Not to mention that if the find a drop of oil on the ground (it will show up in the soil tests), it could cost you 1000's $$ for cleanup. He had just a small 2 man gas station/repair shop and he must, under state law carry 1 millions dollars of insurance against any contamination. He said the state inspector was just at his place last week and informed him of some new regulations about used oil storage and spill control. He says its not worth it, thinking of pulling his fuel tanks (cost him 50g to install 5 yrs ago), stop doing oil changes and just do repairs. He has to keep an enviromental consulting firm on retainer to do all the state testing of the soil and ground water within 100 ft of his property. Its $1,500 every 6 months just to have them come out and take the samples, send him and the state the results.
So when I here this complaint about them insisting you use a certain type of container, I can see why they might be doing it. I know Ray gets a lot of heat from customers about they same thing. I have seen him tell many a guy (whom he does not know) that he is under no obligation to take his used oil. He has been called every name you can think for just obeying the laws.
