Mower won't start

Update:

Got a new plug, cleaned the filter and it started.

The old plug: so tough for me to know, how dirty is dirty? Mine was pretty dirty but I don't have much of a reference -only seen a few plugs.

Filter - was dirty on the top, cleaned it out. I didn't think it was that bad, I guess I was comparing to a car filter.

And...

Should I clean the carb while I'm at it? Usually I see it sitting right there, this mower must be under the hood is it? I thought it would be right near the primer, no.

The primer is part of the carb. The carb is mounted on the gas tank. See instructions above to disassemble and clean carb (and replace diaphragm if necessary).
