mower wont start

knowing I have a good power source, and have checked starter by itself, while on mower it drags and wont start. it wont spin fast enough to start. what should I do? it is lowes 1994 model
 
Make sure engine is not being dragged down by a partial belt or other PTO engagement that could be working against the starter. Use starting fluid on a COLD engine to help get it going. Is oil level ok?
 
Confirm you have good, strong (can hear snap sound) spark. Sometimes a rusted flywheel magnet/coil poles will prevent a strong spark or any spark at all. Was mower stored outside exposed to weather at some point?
 
What motor make model how was starter tested. I agree make sure for good spark don't just clean plug new plug will not hurt.
 
Just replace the plug it is worthless to clean them!

Clean and rebuild the carb and check the air gap on the magneto. Should be like .001 or so. Not much gap at all.

If that does not work, spray a little starting fluid and get it to run and it may take off from there.

Replace the fuel filter and air filter while you are at it.

too much play on the exhaust valve [adjust ur valves and it will spin like a new one..
 
Does it have the compression reduction feature to lessen pull needed to turn over to start? This open the exhaust valve a little to bleed off compression to make easier starting. System may not engage or may be stuck on and no comp and no start. If really slow coil poles maybe rubbing on flywheel and friction slows it down to much, also can short magnetic circuit and weaken spark. Bearing may be contaminated and tight.
