I understand that the FL820 has been replaced by the FL820S. That happened back about 1997. You must have found some old inventory.
They are interchangable. The silicon anti-drain back valve was to help reduce valve chain clatter on cold starts. Oil leak down allowed the hydraulic timing chain tensioners to relax the chain for a little while after cold start on some of Ford's OHC engines.
