I remember some people discounting the FBI uncovering of a mass of WIFI routers (farms) in the tri state NY area. Forgot what it was all about.

I also am close to a certain party who fell victim to something like this in the US. Somehow, some way, the banks and other establishments sympathized with the party involved and felt bad they missed it. Bottom line, a miracle after heart ache and a month or two and shockingly good cooperation from retail stores and their banks. They were made whole. What was stolen/swindled was returned to them somehow through the generosity of parties involved. Some felt they should have caught it.
