It's a bad idea to start mixing oils, if the car in question has a high oil consumption or any leaks that are beyond economic repair, then it would be worth considering a high mileage oil.
Apart from that the owner needs to look in his handbook to see what it says about the use of 30 grades in summer. In economic terms there is probably not much point doing extra oil changed to allow the use of an 0w30 in winter and an 0w40 in summer.
