Google turned on RCS texting recently. On my Pixel 3 I am seeing texts going into a 'sending" status for a long time and sometimes get a "send failed, click to resend" final status.

I think the RCS only works going to another cell phone with RCS enabled. Some of mine that get this error are iPhones which I think do not support RCS at this point in time.
 
It was working on my pixel XL (original model) and my mom's pixel 2. Then I switched phones to a OnePlus 5 so I'm waiting for it again.

I wasn't getting any errors with sending and my mom was the only person I text who had it enabled. My girlfriend has an iPhone. But yes it only works between people who have it. I expect it to get popular over time though.
 
only works with others android phones that have RCS enanbled. you can tell by where text would be there is chat. RCS and imessage can not link together as of now. i hope they do in the future.

in the settings there is a place to choose what happens after a rcs send failure. i set my to resend as sms or mms automatically.

I suspect the error message is a mistake. It is trying to send via RCS protocol and when the other phone doesn't respond, it spits out this message. That could simply mean the other phone doesn't have RCS enabled like you suspect. I'm willing to bet they rec'd the text message though. Look for the setting that WhyMe refers to. I was going to say remember this setting and maybe disable it in the future when RCS is more widespread but that's probably not necessary. It should only kick in or apply on resends after initial failure.
 
Can't even get it to enable on my Pixel 2 (purchased unlocked Direct from Google), on VZW Prepaid.

all I get is:"Chat Features Unavailable for this Device. Your carrier Does Not Currently Support this feature"

you need to download the beta from the play store.

are you on wifi? do you have a strong tower signal from the mobile company?

you cant send mms on wifi only- need to have good mobile signal.(at least with my pixel 3)

text(no pic) usually works. with wifi only.

RCS is enabled and working on my phone.
