I understand that a piston soak with Lube Control will help free stuck rings. My (simple) question is, will using Lube Control as directed at every oil change accomplish the same thing over an extended period of time, or is the shock treatment of a full-on soak necessary for extreme cases (like my Saturn)?

I've done piston soaks before using Marvel Mystery Oil and B-12 Chemtool, and I'm currently Auto-RXing the beast. Consumption improved somewhat, but not dramatically.

Also, is Lube Control OK on seals? Specifically, if I go through the trouble of fixing a leak using Auto-RX, will using Lube Control undo all the time/effort?

If you're currently using ARX, then use the LC after the ARX treatment as a maintenance dose.

Unless you have severe knocking or pinging, an LC MolaSoke won't have any advantage.

If you go to the above yellow blinking banner for Lube Control, you can read the report on seal compatibility.
