loud screeching noise?

Hi,
My car has been making a screeching noise lately. It only happens in higher rpms. The quicker i let off the gas the quicker the noise stops.

Anyone have any ideas? Loose belt? Alternator belt? Timing belt?

(background it's a 91 civic 5 speed that has an oil burning issue. Blowby from worn rings.)
 
Usually a loud screeching noise is the result of an accessory drive belt slipping due to having too much slack. What you're hearing is the belt slipping against an accessory belt pulley rather than the belt rolling with the pulley. The cure is to increase belt tension.
 
When you hear this "loud screeching noise", is your wife or mother-in-law anywhere around the car?
