Definitely condensation guys. I wiped the filler cap and all down the neck clean, drove it down to autozone for MAF sensor cleaner and came back(short trip less than 2 miles round trip), and it ALREADY had the entire filler cap covered with moisture. I suggested adding a complete fuel system cleaner and changing out the Fuel Filter afterward, since it was flagged as a possible culprit for her CEL and it's got over 200k miles and she doesn't know when the filter was last replaced.
Cleaned the MAF and told her to drive it 30+ miles round trip on the interstate and check if the goo comes back or not. I strongly doubt it would, as it's a product of all of her short tripping. Though I suppose some may still appear even with more highway miles to offset the short trips.
Also, I replaced the cone intake filter(looked like a FRAM) with a new A34878 Purolator. The FRAM didn't seat well in the air-box and it was moving loosely, the new air filter fit snug and sealed well, making the clamp more of a 'challenge' to reinstall, so I know it's sealed finally and now I question if the old filter sealed at all. The old air filter was physically damaged, looking as though it was moving around too freely(no tears in the media, though).
