You have a point. The drains are just undersized because they are old and made for light rain at most. They clog over several years of leaves and debris - then get stopped up. 4.5 inches at my place4+” of rain is a lot regardless of where you are. I’m glad they’re getting it in CA…

Combine with dry rot, pre code build and yes.When gutters get plugged the water spills over the side . Trust me , I have gutters and I cleaned them out last week .I know how it works . I just can't see a roof collapsing from 4 or 5 inches of rain . Are they that poorly designed and built that water would build up on a " flat roof " ?
