07 Kia Spectra replacing power steering pump. Dealership tells me I need to use PSF-3 does anyone know of any after market power steering fluid that will work? How man quarts will I need?

There is no aftermarket psf3. Supposedly Kia recommends good old Valvoline Power Steering Fluid in some technical service bulletin. that's what I use, since I had some on hand any how. The web is glutted with differing suggestions from the kia dealers themselves regarding PSF, coolant, etc.

It is generally accepted around here that Maxlife Dex/Merc is a suitable replacement for the Kia/Hyundai PSF. I have been using it in my '05 Sedona for the past two years with zero issues. YMMV.

How much money are you talking about--the difference between PSF-3 and something else? When unsure about a 100% compatible substitute (as we are), use the real thing.
