If you look on youtube under "water engine" you can see what this technology is about. It's nothing new that you can add a little water to the fuel, but it doesn't give any extra energy and in fact takes some energy to vaporize to steam. One video claims the inventor was murdered by oil companies to keep him from saving the world.
