Earthlink is just a reseller (like an MVNO), the problem is with the landline telephone provider. Unfortunately, Earthlink doesn't have much leverage with a phone company that refuses to fix their hardware problems. Assuming you have a landline, the best route to getting your DSL working again would be to complain to the phone company Oldtom.
Skip satellite it is never going to be scaled for latency and throughput per user.
If you absolutely must leave DSL, in rural area and don't have any cable internet, your only choice is data plan for laptop or smart phone. Do you have LTE in your area? Also check if 5G has arrived in your area as they will eventually be the fixed location LTE internet of the future, breaking the cable internet monopoly.
