Also for land line and tv. Need some ideas for ones that are easy on fixed income folks, and don't charge a monthly car payment for service.
 
if they are in your area, Brightspeed offers Symmetrical Fiber, up to 2GB, for significantly less than Spectrum.
Where I live, it's not available, Spectrum is the only real game available. For what we pay Spectrum for 400/11, we could have symmetrical Gigabit Fiber, if we lived just one small town over.. all we can get from Brightspeed here is DSL.
 
Landline and TV?

Assuming this is for senior citizens that don’t do the technology, providers are very specific for your area. And often times a monopoly.
 

It's tough to beat hardwired phone if you need 911 and/or have (grand)children without phones around. Home phones tend to be in the same place all the time. Searching for a cellphone when you need to call 911 sucks.

If so a Roku Player for TV Then they have the option to sign up for more service if the hundreds of free channels arent enough.

For Telephone Ooma plugs into your router. Works like a regular cable company home phone line.
All you do is pay taxes if you select the free service.
We have maintained our home line through Ooma for at least a decade now. Cost of taxes in our area are less than $7 a month.

As far as any particular couple, it's hard to say what is best. If they truly rely on a home phone line and not tech savvy they might be better off with an internet provider phone. We just use ours as a junk line now. Primary are our cell phones. Ooma is a great choice for those who just want to maintain a home phone line "just because" and also a great choice if you do not like giving out your primary number. We have an answering machine on the main line. Rarely use it.

If the budget is small enough or they care for someone that is eligible they may be able to get “lifeline” services.

Depending on their situation and location lifeline may provide phone or internet at reduced prices.
 
My daughter got an apartment in the city. She had 3 options - ATT, Comcast and I forget the third. I ended up with ATT being cheapest, I think $55 a month for her high speed internet.

Where I am I only have Spectrum and some company called "Home Telecom" which my neighbour says he loves but they have to call for service every second month it seems. There well over $100 for high speed - either of them, so I have stuck with Spectrum. Expensive but at least it works - quite well in fact.

Its very local.

2 of the options are in a price war which results in gimmicks if you want to swap services every year or 2

TDS sucks for upcharges and random bill amounts but is usually cheaper

Spectrum is rock solid on billing (no hidden taxes, fees, bs) but tends to be a little more expensive.
 
Whichever one in your area provide senior or low income plan would be my guess. If multiple provide them you can check which one has better reliability. They always cap the speed for affordable plan so it is down to the reliability.
