Not a scoop, but a vent for radiator exits (if it is indeed functional), or to help manage the air flow off the front end.

Or course, as with much of automotive styling, "looks cool" is probably the biggest motivation/purpose.
Definitely looks like a feature to manage airflow at the front end. It looks like the radiators are set further back.
 
Do EV's have radiators - for thermal battery management or whatever? I didn't know but I guess it makes sense. Is it a tradtional type radiator or some sort of heat exchanger?
Most of them have some sort of cooling system plus they all have A/C systems, but this is also a flexible platform. That same aero design is on the gasoline charger as far as I can tell.
