The big question is, did you tell him that he would be picking stuff up in VA or did you just send them along with your friends and notify him after the fact? Maybe I missed the details, but I don't understand why he would refuse to pick up his stuff if he agreed to ahead of time. Did he just get a call one day saying, "Your stuff is in VA. Enjoy the drive." or was he expecting this?

He bought the parts on Ebay and Craigslist. There was no shipping offered, They were "Local pick up only". Since I was the closest to the parts I went and got them and stored them at my place. I inquired about shipping the tank and because it's a used fuel tank (Hazardous even though it's empty) and quite large(80 gallons) the shipping quote was $700 which he balked at.
He knew where they were going. There was a chance that they could have been going closer, he knew that but that fell through. We knew that the parts would make it to Va. Possibly closer but that was not set in stone. Va was set in Stone and they are there.
So I saved the guy $700 in shipping for one item but he's too lazy to spend $150-$200 to go fetch all of them.

i'd tell him for $500 your friends will bring it to him,if he goes for it they made $500 if he doesn't then dump them on the side of the road and tell him where to go to find them. that seems rude but at this point he is being very disrespectful and really doesn't deserve any extra effort on your part.

Tell the guy that you have done what you can, since I gather that you were not paid anything for your kind offer of assistance.

Tell him your friends will sell the parts to the first truck junk yard in their area that makes them an offer, and you will send him the proceeds. He can decide to get the parts from that facility, or find others closer to home, it is totally his choice. Or, of course, he can decide to meet your friends while they still have the parts.

I'd call the guy and tell him where to stick it, then call your friends and tell them to destroy the parts.

I think I might have my friends bring the parts back to me and then notify the guy in writing that you are charging him storage fees. Give him 30 days to arrange pick-up or you will liquidate the parts to recover the fees owed. Don't do any of the legwork for him (packaging, shipping, etc.)Let him have a freight forwarder pick the items up at your house.

Update: My friends told the guy on a Thursday that they would be leaving the following Sunday. They were not going to bring the stuff back to Ca and as of Sunday it would be in a pile in some motel parking lot.
The guy showed up Saturday and got his junk.

Last guy who helped me locate a part and brought it too me (about 50 miles) wouldn't take money (for gas and otherwise), so I bought him a beer and a good dinner...
