That isn't lugging the engine. Lugging is when the car is in such a high gear that you step down on the gas pedal and the car does not accelerate. It just bucks. If it is running smoothly, you aren't lugging it.
The ECO light is a gimmick similar to the old vacuum gauges. A very light foot on the throttle is indeed most economical. A heavier foot gets you going quicker, but reduces mpg.
