Huge difference between low and high beams?

^ Your bumper cover thing is a legitimate concern, had that happen with wife's Prius and I wound up running the "shameful screw" (a self-tapper) in from the outside to hold it all together.
I watched a YouTube video of a guy replacing xB light assemblies and they couldn’t figure out why the bumper cover wouldn’t pull free on one side. It turns out someone had put in two drywall screws, sanded them flush, then covered the heads with bondo and painted over them.
 
Probably not in-expensive to do a projector retrofit into what you have but possible.

H4 Headlights so you have extra low beam and high beam if you wire them up with relay/switch and will look like fog lights.

Another option but again about $300 is the Morimoto Sealed 3 With the mounts. 90mm round and totally sealed. Can be low beam only, high beam only, or like above Low and high beam.

I had a Ford Explorer with 9004 bulbs that were absolute garbage for output and beam pattern. I put the Hella H4 like above but in a different mount that I had available.
