How to keep cats away from my trash

Try spraying this on the trash bag when you put it out. I use this stuff for deer and it works 100% of the time. I'm pretty sure it'll work for cats. It's not expensive and is commonalty available.

You can try mothballs too. Works for raccoons.

I would use your employers' prepay legal plan to write a letter to your neighbor and tell them they are responsible for the garbage companies not picking up your trash because their cats broke the bags. They can hire a lawyer to respond to you but they likely will just keep their cat indoor during the trash day.

I've never imagined that would be a thing anywhere. Someone truly went out of their way to make it a rule disallowing the use of trash cans as is having ugly looking sagging leaking smelly tearable bags on the street is preferred? This must be challenged.
