If I'm at the store and buying something like moisturizing lotion, I don't buy the one with the pump sticking up. Even though it probably hasn't been used, it's still "open" so I would just grab one that has the pump down. Not that there's a big difference, but same with tires.
The tires are probably just fine, but if I ordered a new tire and received one I could tell had been mounted, I would be expecting a partial refund. If you get tires mounted by a shop, you wouldn't know if they had been mounted previously.
