The main culprit to fuel (gasoline) degradation is oxidation, so the main ingredients are oxidation inhibitors. Also, they contain corrosion inhibitors, which helps also in a secondary manner helps with oxidation as well. I'm sure some types of fuel (diesel) stabilizers contain anti-gel additives and biocides as well.

A mechanic once told me that fuel stabilizers (mainly StaBil) will turn all your rubber fuel hoses and seals to mush. He said there is something in it that eats the rubber. I don't buy his theory. Should I?
