Honda HRA214 lawn mower. Wheels stay on when drive lever released

The wheel drive engages faithfully but does not stop often when the drive lever is released. Sometimes it does stop. The mower drive will stop every time I lift the back wheels off the ground a few inches when the drive level. That is when the drive lever is released and the wheels still driving. I lift the back wheels up and the wheel drive stops.

I did not see anything there specific to my mower and issue. The link seems to be just an accumulation of YouTube videos. I have combed the net, this site and YouTube already and gone through many.
